The August 15, 1997, report by the Office of Management and Budget identified the status of various government agencies. It summarized the estimates provided by these agencies regarding their y2k status.
Table 3 provides a box of each agency's status. With 2,593 mission-critical systems, the Department of Defense has only 43% of its systems in the assessment phase. Note: the California White Paper says that assessment is 5%, after awareness (1%) and inventory (1%). It gets worse:
Renovation complete: 14%
Validated (tested): 5%
Implementation complete: 0%
