One underpaid programmer is working an extra 6,200 hours to save this county's mainframe system. This is a small county. It's not too complicated. One man may be able to fix it. But there are not many men like this man, and he may not make it. If you want to see how mainframe-dependent a county's government is, read this study.

Then think about, say, Los Angeles County.
