If you want an official report that puts the best spin on a guaranteed disaster, read the May 15 report of the Office of Management and Budget. Only one agency is even close to compliance, according to the actual agencies. That one agency is Social Security. It claims 65% compliance.
This is a true miracle. In June, 1996, they claimed that 6 million of SSA's 30 million lines were compliant. (CIO MAGAZINE, Sept. 15, 1996.) This had taken since 1991. Yet, less than a year later, they claim 2/3 completion, or 20 million lines. I am deeply impressed. The only problem, I am not sure what I am impressed with: the competence of the programmers or the audacity of the SSA's bureaucrats in misleading Congress. Congress really ought to find out how SSA's programmers did it. The first step in this investigation should be to place every witness under oath.
